fo:basic-link for URLs not working

I am trying to use fo:basic-link to insert hyperlinks, however it is not working for URLs. However, it is working for e-mail addresses.

This is the code I have:

<fo:inline font-weight="bold">Text: </fo:inline>

<fo:basic-link color="blue" text-decoration="underline" external-destination="url(mailto:a@b.com)" >

email address

</fo:basic-link>

text

<fo:basic-link color="blue" text-decoration="underline" external-destination="url(http://www.test.com)">

link to website

</fo:basic-link>.

</fo:block>

For the hyperlink, it turns blue and underlined, but there is no link to the webpage.

Has anyone gotten hyperlinks to work? Is there something I can do to make it work?

Get rid of the url(     ), just put in the http: stuff .

example:  external-destination="http://www.test.com"
